... of course that assumes, as the Framers did, that state legislators would be upstanding persons of conscience, acting in good faith.
Not quite sure that formulation works.
Tho' I hope that the people of Nevada, Kentucky, Alaska, and Delaware REJECT the GOP loons (those would be Angle, Paul, Miller, and O'Donnell), I'm somewhat less than sanguine regarding sanity prevailing.
