Waste, fraud in Iraq being repeated in Afghanistan

WASHINGTON – Waste and corruption that marred Iraq's reconstruction will be repeated in Afghanistan unless the U.S. transforms the unwieldy bureaucracy managing tens of billions of dollars in infrastructure projects, government watchdogs warned Monday.

As noted below, basic office management & administrative skills were NOT valued by W and his minions.
With all the folks losing their jobs of late, I'm betting that more than a few competent administrators & office managers are available at a reasonable price to help out with basic oversight of spending.
Trust me: it's really not that hard to write & administer an effective, efficient contract.
